Central Pool MBBS Seats for Civilian Victims of Terrorism: Opportunities and Insights for 2025-26


In a sympathetic measure for the relief of families affected by terrorist attacks, the Govt of India has allocated 4 MBBS seats under the Central Pool for the year 2025-26 for civilian victims. The announcement was made by Dr. NTR University of Health Sciences (NTRUHS), Vijayawada, in a press note issued on 20th August 2025, and speaks to the determination of the country to restore the lives of the effects of such catastrophes, through education. The same press note is the constitutive frame of the details, while upon cross-referencing with the national law, it shows a very regulated and meritocratic system in place to maintain equity and access.



Understanding the Allocation: Seats and Distribution


Both MHA and MoHFW will share the quota that has been reserved in three medical colleges in different states to ensure there is geographical diversity among those selected under the scheme. Not only it is a cumulative distribution system, but also aligns with the Central Pool quota (which pools seats from participating institutions for special categories).

These seats have been allotted to their medical colleges in three states in consultation with the Ministry of Health and Family Welfare. Eligibility Criteria: Who Can Apply?


Eligibility is narrowly drawn to provide help to those who have been hit personally by terrorism and who are most deserving. According to the document, as well as these painfully consistent national guidelines, which (spoiler alert) have hardly changed since forever, a candidate has to:


Personal Criteria:

  • Must be the spouse or child of a civilian victim who died or injuries were permanently disabling as a direct result of a terrorist attack.

  • Indian Nationality

  • Minimum is 17 years of age as on December 31, 2025 (year of admission).

Academic Criteria:

  • Higher Secondary (10+2) or Equivalent: Physics, Chemistry, Biology/Biotechnology and English as one of the subject.

  • Minimum total percent in PCB: 50% for Unreserved (UR) and General-EWS; 40% for SC/ST/OBC.

  • Eligibility for NEET-UG 2025 qualified with percentile: 50th for UR/Gen-EWS; 40th for SC/ST/OBC; 45th for PC Candidates..

Additional Notes:

  • Only one of the parents living in the house is eligible to this benefit and it is restricted to one ward per family where this has already been claimed for one child, other wards also cannot be entailed.

  • It has to be declared that the victim is "A victim of the acts mentioned in the notification" and "A certificate is issued by the department of Home concerned as to the sustenance of the victim or their non-issuance, as the case may be".


This qualifying criteria, which combines merit (in form of NEET) with compassion, puts rehabilitation above pure competition.

Selection Process: Priorities and Merit-Based Nomination


There is no separate examination for NEET-UG 2025, the selection is made through NEET-UG 2025 and thereby eliminated from the national medical college and a new medical entrance landscape. A key characteristic is that there's a priority order that allocates seats to those who had the greatest loss:


Priority-I

Children who had both their parents killed by terrorists.


Priority-II

Kids who lost their only breadwinner to terrorists.


Priority-III

Dependents of deceased officers (JCOs and Jawans) on terrorist operations with permanent disability and those on terrorist operations with serious injury.


Process Flow:


  1. States/UTs receive and try to match applications as well as provide verification (death/disability certificates, NEET scores).

  2. All verified applications are sent to MHA on the basis of a deadline specific to each state (for Andhra Pradesh, on or before August 31, 2025, as per the NTRUHS press note).

  3. MHA will arrange the seats on the basis of the NEET marks in priority.

  4. Candidates are then forwarded to the colleges for acceptance.


In Andhra Pradesh, applications are to be submitted to the Principal Secretary to the Government, Home Department at A.P. Secretariat, Velagapudi on or before August 31, 2025, along with enclosures such as copy of NEET scorecard, proof of relationship and victim certificate. There is no toleration for late submissions, so immediate action is required!
