NEET PG 2025 Counselling Process – Complete Detail
The NEET PG 2025 counselling process is conducted by the Medical Counselling Committee (MCC) on behalf of the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare (MoHFW).
Round-wise Counselling Process
NEET PG counselling includes four rounds: Round 1, Round 2, Round 3, and the Stray Vacancy Round. Each round offers candidates a chance to secure a seat based on their rank and preferences.
ROUND 1: Initial Allotment Round
- Steps:
- Register and pay counselling fees.
- Fill and lock choices of colleges and courses.
- Seat allotment is processed based on NEET PG rank, preferences, and category.
- Download the allotment letter and report to the college with original documents.
- Options After Seat Allotment:
- Free Exit: If you’re allotted a seat but don’t wish to join, you can skip reporting and still be eligible for Round 2.
- Willingness for Upgrade: Candidates must report and submit documents, then opt for upgradation to Round 2.
ROUND 2: Upgrade or Fresh Allotment
- Candidates who didn’t register in Round 1 can now register.
- Those not allotted seats in Round 1 don’t need to register again.
- Fresh choice filling is required.
- If you’re allotted a seat, reporting with original documents is mandatory.
- If upgraded, report to the new college and complete the joining process.
- Once upgraded, you lose the claim to your Round 1 seat.
ROUND 3: Final MCC Round
- Fresh registration is required for candidates who didn’t register earlier or exited from previous rounds.
- Candidates who exited in Round 2 with fee forfeiture can register again.
- Those not allotted seats in earlier rounds do not need to register again.
- Fresh choice filling is mandatory.
- Candidates who are allotted a seat must report and join; no further upgrade or resignation is allowed.
- Failure to join results in forfeiture of the security deposit and debarment from further rounds.
STRAY VACANCY ROUND: Last-Minute Chance
- Eligibility: Candidates who were not allotted a seat in any round can participate.
- Not eligible: Candidates allotted a seat in Round 3 who did not join are excluded.
- Fresh registration and choice filling are mandatory.
- Seats are allotted through online counseling.
- Mandatory reporting: Failure to join after seat allotment leads to one-year debarment from NEET PG and forfeiture of the security deposit.
Conversion Rules (Round 3 Only)
In Round 3, if reserved seats remain vacant, category-wise conversion is applied as follows:

NEET PG 2025 Required Documents
Students must carry original documents along with photocopies of the following at the time of reporting:
- NEET PG 2025 Admit Card
- NEET PG 2025 Scorecard
- MBBS Degree Certificate
- Internship Completion Certificate
- Medical Registration Certificate (State Medical Council / NMC)
- Valid Photo ID (Aadhaar Card, Passport, or Voter ID)
- Category Certificate (if applicable)
- Passport-size photographs
- Allotment Letter downloaded from the MCC portal
NEET PG 2025 Counselling Fees
The NEET PG 2025 counselling fees consist of two components — a non-refundable registration fee and a refundable security deposit. The fee amount varies based on the candidate’s category and the type of institution (AIQ or Deemed Universities).
Examples for Clarity
- Example 1: A Scheduled Caste (SC) candidate applying through the All India Quota (AIQ) is required to pay a registration fee of ₹500 and a refundable security deposit of ₹10,000.
- Example 2: An Unreserved (UR) candidate applying under the AIQ scheme must pay a registration fee of ₹1,000 along with a refundable security deposit of ₹25,000.
- Example 3: Regardless of category, any candidate applying for Deemed University seats must pay a registration fee of ₹5,000 plus a refundable security deposit of ₹2,00,000.
NEET PG 2025 - Cutoff
NEET PG 2025 Cut-Off Percentile
As per NMC guidelines, candidates must meet the minimum qualifying percentile criteria based on their category:
Note: In previous years, the cutoff has been revised downward, especially if many seats remain vacant. For instance, in NEET PG 2024, the revised cutoff for UR was reduced to the 15th percentile.
NEET PG 2025 Cut-off Scores
The following table shows the NEET PG 2025 cut-off scores along with the qualifying percentiles for different categories:
NEET PG 2025 Seat Matrix
The seat matrix provides a college-wise and course-wise distribution of available seats. MCC releases the provisional and final seat matrix before each counselling round. It includes:
- Total seats per specialization (MD/MS/PG Diploma)
- Category-wise seat distribution
- Institution-wise seat availability
You can download the seat matrix from the MCC portal during the counselling window.
NEET PG 2025 Reservation Policy (AIQ)
The All India Quota (AIQ) reservation policy for NEET PG is structured as per the following guidelines:
Note: Deemed Universities do not follow the same reservation policy.
The NEET PG 2025 counselling process is a competitive and critical step in shaping a medical graduate’s career. Thorough understanding of the registration process, cut-offs, seat allotment rules, and document requirements can significantly improve your chances of getting the best possible seat.
Candidates are advised to regularly visit the official MCC website, stay updated on deadlines, and prepare all documents in advance to ensure a smooth admission process.
NEET PG Counselling for Deemed Universities – Conducted by MCC
Deemed Universities are autonomous institutions recognized by the University Grants Commission (UGC) that admit students under an open national pool regardless of domicile status. Counselling is exclusively conducted by MCC through https://mcc.nic.in, and encompasses 100% of the PG seats in these institutions.
Key Features:
- No domicile restrictions – any NEET PG-qualified candidate from India can apply
- Typically higher tuition fees, but often better infrastructure and super-speciality exposure
- Most offer in-demand specializations (Dermatology, Radiology, Orthopaedics, etc.)
- Seat matrix is released separately by MCC for Deemed Universities
Counselling Process:
- Registration on MCC portal under “Deemed PG” tab
- Fee Payment:
- ₹5,000 registration (non-refundable)
- ₹2,00,000 security deposit (refundable after reporting or non-allotment)
- Choice Filling: Select preferred courses/institutes like KMC Manipal, DY Patil, Sri Ramachandra, etc.
- Seat Allotment: Based on NEET PG rank, course availability, and reservation (if applicable)
- Reporting: Candidates must physically report to the allotted college with originals
Cut-Off Insight:
Deemed University cut-offs are relatively lower than top government colleges, especially in Round 2 and Mop-Up Rounds. However, tuition ranges from ₹18 to ₹35 lakhs per annum for clinical branches.
State Quota Counselling – Conducted by Respective State Authorities
Each state manages its own 50% quota (also referred to as “Competent Authority Quota”) for government colleges and 85-100% seats in private medical colleges under their jurisdiction.
Key Considerations:
- Domicile requirement: Most states allow only local residents (with specific educational history) to participate in the State Quota
- Reservation policies: Vary significantly – includes SC, ST, OBC, EWS, women, PwD, and in some states, in-service doctors
- Tuition fees: Generally lower than Deemed, especially in government colleges
- States with high PG intake: Maharashtra, Tamil Nadu, Karnataka, Andhra Pradesh, Telangana, Rajasthan
Common State Counselling Bodies:
- Karnataka – KEA
- Maharashtra – CET Cell
- Tamil Nadu – TN Health Dept
- Uttar Pradesh – DGME UP
- West Bengal – WBMCC
- Telangana & Andhra Pradesh – KNRUHS / YSRUHS
Application Process:
- Register on the state authority portal (after NEET PG results)
- Upload documents (domicile, category, internship, MCI certificate, etc.)
- Pay application and counselling fees (₹2,000–₹5,000 approx.)
- State releases provisional and final merit lists
- Web-option entry and seat allotment
- Reporting with document verification and tuition fee submission
Note: Candidates can participate in multiple state counsellings simultaneously, provided they meet the eligibility criteria.
Strategy for Dual Participation – Deemed + State Quota
To optimize outcomes, many candidates choose to register in both Deemed University and State Quota counselling processes. This enhances flexibility in seat allotment and acts as a strategic fallback if ranks do not permit AIQ allotment.
Suggested Approach:
- Participate in MCC Deemed rounds for premium colleges and specializations
- Simultaneously apply in your domicile state counselling for budget-friendly seats
- Keep an eye on Mop-Up and Stray Vacancy Rounds, where top clinical seats often remain unclaimed
