Eligibility Criteria for Goa MBBS NEET UG Counselling 2025

Goa NEET UG Counselling 2025, conducted by the Directorate of Technical Education (DTE), Goa, is responsible for admission to MBBS in Goa. A transparent and merit-based seat allocation process, which is used to fill 85% state quota seats and management/NRI quota seats. Candidates seeking admission to MBBS courses in Goa are required to register for this online counselling, during which seats will be allocated on the basis of NEET UG 2025 scores, reservation rules, as well as choice of college. After that, any vacant seats are filled through a mop-up round.

GOA – DOMICILE / CATEGORY FRAMEWORK

 Core Eligibility Model (Very Important)

Goa does not operate on a single standalone domicile definition. Instead, eligibility is determined through a structured category-based classification system (Category 1 to Category 13).

This system integrates:

  • Residence requirement
  • Educational linkage to Goa
  • Lineage (parent/grandparent origin)
  • Special institutional/service-based conditions

Foundational Principle

  • Category 1 (General Category) forms the base eligibility layer.
  • Most other categories either depend on Category 1 conditions or relax specific components of Category 1.

Category 1 – General (Foundation Category)

This is the primary and most important eligibility category. A candidate must satisfy all of the following conditions:

 Education Condition

Candidate must:

  • Have studied and passed Std. XII (or equivalent)
  • From schools/colleges located in the State of Goa

 Residence Requirement

Candidate must have:

  • Continuously resided in Goa for a minimum of 10 years
  • Immediately preceding the last date/month of application

Relaxation Clause

Residence requirement is reduced to 5 years, if either parent OR grandparent is born in Goa.

 Alternative Eligibility (Government Employees)

A candidate shall also be eligible if he/she is son/daughter of Government of Goa employee deputed outside Goa AND has passed qualifying examination from CBSE (New Delhi) OR other recognized Boards.

 Continuity Clause

Once a candidate is found eligible under Category 1, he/she shall continue to be eligible for the next 3 years.

 Residence Relaxation Rules

Applicable to Categories 1 to 6 & 8.

 Periods Counted as Residence

The following periods shall be counted towards the required 10-year (or 5-year) residence:

Government Service Condition

  • Time spent outside Goa due to parent's posting, leave, training, or deputation as Goa State Government employee.

Navodaya Vidyalaya Condition

  • Time spent outside Goa under Navodaya Vidyalaya Exchange Programme.

 Mandatory Residence Despite Birth/Education

Even if a candidate is born in Goa or has studied and passed XII from Goa, the candidate must still satisfy the minimum 10-year (or 5-year) residence requirement.

 Category Structure (With Residence Linkage)

  Category 2 – SC (2%)

Eligible if:

  • Candidate belongs to notified SC caste
  • Produces valid caste certificate
  • Must satisfy all conditions of Category 1 (General)
  • Lineage condition: Candidate or forefathers belong to Goa OR migrated to Goa before 16 February 1968

 Category 3 – ST (12%)

Same structure as SC category. Must:

  • Fulfil Category 1 conditions
  • Meet caste eligibility
  • Satisfy pre-1968 lineage requirement

 Category 4 – OBC (27%)

Eligible if:

  • Candidate belongs to Non-Creamy Layer OBC
  • Must satisfy Category 1 residence conditions
  • Must belong to Goa / migrated before 16 February 1968

 Category 5 – PwD

Eligible if:

  • Candidate satisfies Category 1 residence conditions
  • Produces disability certificate from Goa Medical College OR other competent authority

 Category 6 – FF (1%)

Eligible if:

  • Candidate is child of Registered Freedom Fighter of Goa
  • Must satisfy Category 1 conditions

 Category 7 – CSP (3%)

Exception Category – allows eligibility even without fulfilling Category 1 residence conditions.

Eligible if parent is:

  • Central Government / PSU employee serving in Goa
  • Goa Government employee
  • Defence / Para-military personnel

OR

  • Candidate has studied and passed XII from Goa
  • Parent served in Goa and retired, and candidate studied in Goa

 Category 8 – ESM (1%)

Eligible if:

  • Candidate is son/daughter of Ex-Serviceman
  • Must have passed XII from Goa

Preference Structure (Within Category)

Priority order:

  • 1. Candidate with parent/spouse/grandparent born in Goa
  • 2. Registered in Goa ≥ 10 years
  • 3. Registered in Goa ≥ 3 years
  • 4. All India ESM candidates

 Category 9 – LA (Local Applicant)

Eligible if:

  • Candidate passed XII from Goa
  • But does NOT satisfy Category 1 residence requirement

Important Restriction: Considered ONLY after all Categories 1–8 are exhausted.

 Category 10 – GN (Goan Native) (2%)

Eligible if:

  • Either parent or grandparent born in Goa
  • But candidate does NOT satisfy Category 1 conditions

 Category 11 – NRI / OCI (≤5%)

Eligible if:

  • Candidate studied outside India
  • OR holds OCI / PIO status

Preference: Goan origin first, then other NRI/OCI candidates.

 Category 12 – OGA (Outside Goa Applicants)

Eligible if:

  • Candidate studied outside Goa

Critical Restriction: Considered ONLY after Categories 1–11 are exhausted.

 Category 13 – KM (Kashmiri Migrants)

Final Legal Position

Goa MBBS admissions operate under a dual framework:

  • AIQ seats (15%): Completely open. No residence requirement.
  • State Quota seats (85%): Governed by category-based eligibility system and residence requirement.

Counselling Process

Candidates must qualify for NEET UG 2025, securing a minimum cut-off percentile: 50th percentile for General, 40th percentile for SC, ST, OBC, and 45th percentile for Persons with Disability (PwD), to be eligible for MBBS in Goa admission and college admission through NEET UG Counselling 2025. They should have passed 10+2 with 50% marks for the general category, 40% for SC/ST/OBC and 45% for PwD candidates in Physics, Chemistry, Biology/Biotechnology and English. All applicants must be at least 17 years old on or before December 31, 2025. As for the 85% state quota seats, candidates are required to have been a resident of Goa for a minimum of 10 years or of 5 years if either parents' or grandparents' of the candidate were born in Goa.

1.    Online Registration: Candidates must register through the official DTE Goa portal.

2.    Document Verification: Shortlisted candidates will undergo document verification.

3.    Choice Filling and Locking: Candidates select and lock their preferred courses and colleges.

4.    Seat Allotment: Based on NEET scores, preferences, and reservation policies.

5.    Reporting to Allotted College: Candidates must report to the assigned college with the required documents.

6.    Subsequent Rounds: Remaining seats will be filled through Round 2 and Mop-Up rounds.
