Admission Process, Seat Distribution, and Counselling Pathway for MD/MS in Odisha

Medical Counselling Committee (MCC) is responsible for conducting counselling for 50% All India Quota seats of all states including Odisha. Counselling for 100% seats of Deemed universities is also the responsibility of MCC. So, counselling of Odisha deemed universities are done entirely by MCC. Counselling of 50% state quota seats is the responsibility of Directorate of medical education & training, Odisha, Bhubaneswar. This includes state-quota in-service seats. Counselling of all seats including management quota seats in HITECH Medical College, Rourkela & HITECH Medical College, Bhubaneswar is also the responsibility of DMET, Odisha.
Like any other state of India, admission for MD/MS courses in the state of Odisha happens through the National Eligibility-cum-Entrance Test for Postgraduate (NEET-PG), which serves as the only gateway for PG medical admissions across India. Both MCC and DMET, Odisha conduct counselling on the basis of NEET-PG.
Reservation
Reservation for state quota seats - The reservation percentage for both Direct and In-service category will be 12% for ST category, 8% for SC category, 5% for PH(PwD) and 5% for Green Card (GC) category, 67% for UR category, and 3% for Ex-Servicemen (Ex-S) category. The subjects in which seats are increased under EWS quota shall be available to EWS candidates only. The state quota seats are distributed between In-service and Direct candidates of state on 50:50 basis.
Reservation for AIQ seats - For PG medical seats under the 50% AIQ in government colleges of Odisha, the reservation policy follows central government norms:
- OBC-NCL (Non-Creamy Layer) = 27% of AIQ seats.
- ST (Scheduled Tribes) = 7.5%.
- SC (Scheduled Castes) = 15%.
- EWS (Economically Weaker Sections) = 10%.
- PwBD / PwD (Persons with Benchmark Disabilities) = 5% horizontal reservation across all categories.
Domicile based reservation - As per the Supreme Court's ruling of January 2025, domicile-based reservations for PG medical courses are unconstitutional. Consequently, eligibility for state quota seats in Odisha is now based on merit and other valid criteria, not on domicile.
Fee, Stipend and Return on Investment (ROI)
Odisha’s ROI for MD/MS education remains exceptional. Annual fee in government colleges is somewhere around ₹50000 and at the time of admission student has to pay about ₹70000. Handsome stipend is also paid by Odisha medical colleges to MD/MS students. Private colleges charge considerably less here compared to private colleges in other parts of India. For example, fee for PG clinical is lowly ₹12,81,000/- in Hi-Tech Medical College & Hospital, Rourkela. Odisha deemed universities also offer MD/MS courses for fees comparatively lower then elsewhere in India. Government colleges offer above ₹70000 stipend. KIMS Bhubaneswar, which is affiliated to a deemed university, also offers above ₹70000 stipend.
Bond
After completion of MD/MS Course all MD/MS students have to render two years of service in the State of Odisha. In case they fail to comply due to any reason, they will be liable pay an amount equivalent to double the amount of stipend/salary received for three years of study, to the Government of Odisha. Also, in the event of leaving the course owing to any reason before the completion of MD/MS course, leading to lapse of a seat, a student will have to pay an amount of.10.00 lakhs (Rupees ten lakhs) and all the stipend or salary received till the date of quitting the course, to the Government of Odisha.
