Delhi Service Bond Policy: 15 Lakh Bond for MBBS and 20 Lakh for PG as Delhi Mandates 1-Year Compulsory Medical Service from 2025

In a significant policy update, Guru Gobind Singh Indraprastha University (GGSIPU) has announced the implementation of a one-year mandatory service bond for all All India Quota (AIQ) and State Quota MBBS and PG medical students studying in Delhi. This new rule, which takes effect from the academice session 2025–26 onwards, mandates that students serve in medical institutions under the Government of the National Capital Territory of Delhi (GNCTD) after completing their respective medical programs, including internships.

Delhi Service Bond Policy

As per the official notification:

  • MBBS (Undergraduate) students will be required to sign a ₹15 lakh bond.
  • Postgraduate students, including those pursuing super-specialty degrees (MD, MS, DM, MCh), must sign a ₹20 lakh bond.

These bonds will be signed at the time of admission and will be forfeited if students choose to opt out of the mandatory one-year service period after course completion.

Service Designation and Posting Structure

During the mandatory service period:

  • Undergraduate MBBS graduates will serve as Junior Residents (JRs).
  • Postgraduate (PG) and super-specialty graduates will serve as Senior Residents (SRs).

Remuneration will be equivalent to the current government pay structures for JRs and SRs, with suitable increments for super-specialty graduates. Students may be posted in their own institution or other GNCTD hospitals, including society-run medical facilities, based on staffing needs.

Applicability of the Delhi MBBS Service Bond and Delhi PG Bond Policy

The policy will be uniformly applicable to students admitted under both All India and State quotas in medical institutions located in Delhi. This includes:

  1. Vardhman Mahavir Medical College & Safdarjung Hospital (VMMC & SJH)
  2. Atal Bihari Vajpayee Institute of Medical Sciences (ABVIMS) & Dr. RML Hospital
  3. ESI-PGIMSR, Basaidarpur
  4. ESIC Dental College & Hospital, Rohini
  5. Army College of Medical Sciences (ACMS), Delhi Cantonment
  6. Dr. Baba Saheb Ambedkar Medical College and Hospital
  7. Chacha Nehru Bal Chikitsalaya (CNBC), Geeta Colony
  8. Hindu Rao Hospital & North DMC Medical College, Malka Ganj

Operational Guidelines and Transitional Arrangements

A committee led by the Dean of Maulana Azad Medical College (MAMC) will oversee implementation. The committee is responsible for:

  • Evaluating the availability of JR/SR posts
  • Assessing the feasibility of creating additional posts as needed

If additional posts are sanctioned, they will be created in relevant colleges or in GNCTD hospitals to accommodate new graduates.

Students graduating before the 2025–26 session will not be bound by this rule, but they may voluntarily opt for JR/SR roles in GNCTD hospitals under the same remuneration.

Official Statement from GGSIPU

In its advisory, GGSIPU clarified:

"It is hereby informed to the respective Medical Institutions that one-year Service Bond for all India Quota and State Quota Undergraduate and Postgraduate medical students after completion of their course (including internship period) has been introduced in the Medical institutions in Delhi. Students passing out of the Undergraduate/Post Graduate (including super-speciality courses) are mandatorily required to serve in the Medical institutions under GNCTD of Delhi for a period of one year."

This Delhi MBBS service bond and Delhi PG bond policy marks a major step toward strengthening public health infrastructure by ensuring the availability of trained medical professionals across GNCTD-run hospitals. It also aims to address staffing shortages in Delhi’s healthcare system while providing graduates with hands-on experience within public institutions.

As the policy takes effect from the 2025–26 session, incoming medical students are advised to review the terms carefully and understand the mandatory service obligations attached to their admission.
