What Types of Seats Are Covered Under MCC NEET Counselling?

MCC (Medical Counselling Committee) operates under the Ministry of Health, Government of India. It conducts All India level counselling after the NEET UG exam.

MCC counselling includes the following MBBS, BDS, and B.Sc Nursing seats:

1.    15% All India Quota (AIQ) – From all state government medical/dental colleges (only 15% of seats)

2.    All AIIMS and JIPMER MBBS seats (100%)

3.    100% of Deemed University MBBS/BDS seats

4.    Central Universities (BHU, AMU, DU, IPU, JMI – MBBS/BDS)

5.    ESIC IP Quota seats (leftover seats after AIQ and State Quota are allotted on merit to Insured Persons’ children)

The MCC counselling begins with Online Registration – the most crucial step. Missing this step means missing the entire counselling opportunity.

This is the most decisive step in counselling. A wrong choice filling strategy can cost you your dream college.

Effective Strategy:

    Top to Bottom Order: First list your dream colleges, then realistic options, and finally safe backup choices.

    Add Both MBBS and BDS: This increases your chances of selection.

    Budget Awareness: Avoid Deemed Universities if their fees exceed your budget.

    Understand Seat Types: Fill AIQ, Deemed, and Central options wisely.

    No Limit: Fill as many choices as possible.

Choice Locking Tips:

    Manual locking is not mandatory, but highly recommended.

    If you don’t lock, the system auto-locks your choices at the deadline.

How Is Seat Allotment Done and What Matters Most?

MCC uses a centralized software system to allot seats based on the following:

1.    Your NEET Rank – Highest weightage

2.    Reservation Category – As applicable (UR, OBC, SC, ST, EWS)

3.    Choice Filling Order – System matches your choices in order and stops once it finds a valid match.

Example:

If you placed a college at the top of your list and your rank qualifies for it, you’ll get it. Even if a better college is listed lower, it will not be considered because the system assumes your higher-listed choices are more preferred.

Software always allots the highest priority seat available based on your filled choices.

What to Do After Seat Allotment?

Round 1 (21–31 July 2025)

    If you do not want to join, you can exit freely – Free Exit allowed

    If you join, you're still eligible for upgradation in Round 2

    Last date to join: 6 August 2025

Round 2 (12–21 August 2025)

    If you accepted Round 1 seat and want upgradation, you can participate

    If you are allotted a seat in Round 2 but do not report, your deposit is forfeited, and you are out of further counselling

    Last date to join: 29 August 2025

Mop-Up Round (3–11 September 2025)

    Allotted seat becomes final

    No more MCC or State counselling allowed

    Non-reporting = deposit loss

Stray Vacancy (22–27 September 2025)

    Only previously registered candidates allowed

    If you are allotted a seat in Round 1 but you decide not to report, your security deposit will not be forfeited.

    You can still participate in Round 2 without any penalty.

🔁 Upgradation

    If you accept and report to a college in Round 1, you are still eligible to participate in Round 2 for a better seat (as per your original choice list).

    If a better seat is allotted in Round 2:

o    Your old seat is automatically cancelled, and you must join the new one.

    If no better seat is found:

o    Your Round 1 seat is retained.

    Upgradation is only allowed until Round 2.

o    Not allowed in Mop-Up or Stray Vacancy rounds.

3.    If switching from MCC to State counselling:
